Sturzenegger announces changes to prevent cartelization and open the market to new companies

The Argentine government has implemented a reform in the public works contracting system, seeking to eliminate cartelization practices and promote competition among companies.

The Minister of Deregulation and State Transformation, Federico Sturzenegger, emphasized that for 70 years a system prevailed that limited the constructive capacity of bidders, ensured a distribution among actors, and restricted the entry of new competitors.

Introduction of the Co-Contractors Information System (SICO)

The reform, formalized through Provision 24/2025 published in the Official Gazette, introduces the Co-Contractors Information System (SICO).

This new system replaces traditional registries, eliminates the requirement to submit extensive testimonies of up to 10 years, and allows the inclusion of experience in both public and private works.

Additionally, for companies without previous experience, share capital will be considered as an evaluation criterion.

Reference to the Cuadernos de Centeno case

Sturzenegger alluded to the Cuadernos de Centeno case, an investigation into corruption in the previous administration, to emphasize the need for these changes.

The minister stated that the new regulations seek to prevent the recurrence of corrupt practices in the awarding of public works.

Objectives of the reform

The measure is part of the state adjustment plan promoted by President Javier Milei, which includes the suspension of public works projects.

The government is confident that this reform will increase business participation and optimize public spending on infrastructure.
