The Government eliminated agencies and programs to debureaucratize the State

Inefficient agencies, programs, and controls that hindered private activity were eliminated

As part of its adjustment and modernization policy, the National Government announced a new set of decrees aimed at deepening the debureaucratization of the State.

The measures aim to reduce public spending, streamline unnecessary procedures, and eliminate structures that, according to the Executive Branch, hinder economic development and citizens' freedom.

Integration of decentralized agencies

Among the most relevant reforms, the integration of the Instituto Nacional del Agua (INA) and Instituto de Prevención Sísmica (INPRES) into the central administration stands out. Both entities operated as decentralized agencies, with budgetary and functional autonomy.

With their dissolution as separate entities, the goal is to avoid "duplicated functions and unnecessary bureaucracy," according to official sources.

Changes in scientific imports and absurd registries

The Government also announced the modification of the Scientific-Technological Imports Regime, which will no longer be under the strict control of the Secretariat of Science and Technology. "It is illogical for an Argentine researcher to have to ask a bureaucrat for permission to bring a pipette or a microscope into the country," officials from the Executive Branch argued.

Additionally, the National Nursery Registry, in force for 58 years, was eliminated, which required every establishment selling plants to register with the State.

End to inefficient livestock programs

Another focus of the reforms was the elimination of livestock promotion regimes by species, which, according to official data, caused high administrative costs without significant impact. Among the eliminated programs were the Silk Worm Promotion Program, the Water Buffalo Production Program, and the Sheep and Llama Livestock Program.

As an example of inefficiency, it was mentioned that the sheep program reached only 261 producers out of an estimated total of 130,000 during 2023.

Changes in weapons regulations and State digitalization

The law on Weapons and Explosives will also be modified, so that active members of security forces, armed forces, and penitentiary staff will not have to renew their legitimate user and carry permit every five years as long as they remain in service.

Meanwhile, the digitalization of public tenders and auctions will be promoted through the CONTRAT.AR and SUBAST.A platforms, with the aim of ensuring greater transparency.

Dissolution of uncontrolled trust funds

In line with the review of public trust funds, the Ministry of Economy dissolved the individual PPP Highway and Safe Roads Network trust, as well as the Liquefied Petroleum Gas Trust Fund. After an internal audit, it was concluded that they did not meet their objectives or offer adequate mechanisms for transparency and control.
