Daniel Noboa promotes the merger of ministries to optimize public administration

The president signed decrees to integrate state ministries and assign them new names, with no defined deadlines for implementation

President Daniel Noboasigned the executive decrees on August 14, 2025, that formalize the merger of several ministries as part of the "administrative efficiency plan" promoted by his government.

The measure redefines the structure of the State Portfolios and, in most cases, assigns new names to the resulting institutions. However, no specific deadline was set to complete the process.

The Ministry of Education will absorb the Ministry of Culture and Heritage, Senescyt, and the Ministry of Sports, and will be renamed Ministry of Education, Sports, and Culture. The integrated entities will operate as vice ministries.

In other cases, such as the Ministry of Transport and Public Works, it will absorb Urban Development and Housing and the Technical Secretariat for Investments, becoming the Ministry of Infrastructure and Transport.

The Ministry of Energy and Mineswill merge with the Ministry of Environment, receiving the name Ministry of Energy and Environment, and will have a vice ministry dedicated to energy matters.

The MIES will absorb the Technical Secretariat "Ecuador Grows without Child Malnutrition" and will be renamed Ministry of Human Development. Meanwhile, Tourism will be integrated into the Ministry of Production, Foreign Trade, and Investments.

Other changes include the transfer of the Vice Ministry of Aquaculture and Fisheries to the Ministry of Agriculture, Livestock, and Fisheries, and the attachment of SNAI and ECU 911 to the Ministry of the Interior.

The government estimates that this process, which will be carried out through absorption, transfer, or attachment, could take between three and six months, while keeping current plans and programs operating normally.

With this reorganization, Noboa seeks to reduce institutional fragmentation and optimize resources, although the lack of concrete deadlines and operational details generates expectation and uncertainty in several sectors.
