
The Government delivered a USD 400 bonus to those affected by the winter
The 'Ecuatorianos en Acción' plan prioritized provinces declared in emergency
President Daniel Noboa created the "Ecuatorianos en Acción" plan to assist citizens affected by the winter emergency. Through Executive Decree 246, signed on March 22, 2025, the Government established a temporary monetary transfer of USD 400 in two payments.
This measure is aimed at people between 30 and 64 years old residing in Guayas, Los Ríos, Manabí, El Oro, Esmeraldas, Santa Elena, Loja, and Azuay. Beneficiaries must participate in activities that help address the emergency caused by heavy rains, landslides, and floods.
Among the requirements is not being affiliated with Social Security, nor receiving other MIES bonuses. Additionally, they must not have a criminal record or be registered as deceased. Those who belong to the "Jóvenes en Acción" program are also excluded from the benefit.
The Ministry of Economic and Social Inclusion will design a platform for the registration and validation of applicants. Once the criteria are verified, the first disbursement will be deposited into bank accounts registered by the beneficiaries.

The second payment will depend on the fulfillment of tasks assigned by participating state entities. These include the Ministry of Transportation, Education, Culture, Tourism, and Sports, as well as the Secretariats of Risk Management and Ecuador Grows without Child Malnutrition.
The decree indicates that those who do not comply with the activities will be excluded from the program. This condition ensures active citizen participation in the recovery of their territories, promoting social co-responsibility.
The Government has also allocated USD 10 million to address the road emergency, as part of a comprehensive strategy to mitigate the effects of winter. In cities like Guayaquil and cantons like Daule, the damage has been significant.
This type of policy reflects an effective commitment from the Executive to vulnerable populations. Unlike past welfare measures, it seeks to generate co-responsibility and economic dynamism from the local level.
With "Ecuatorianos en Acción," Daniel Noboa's Government implemented a quick and focused response to the winter emergency. This action reflects efficient management that prioritizes joint work and local reactivation.
