President Daniel Noboa sent his first economic bill

The proposal seeks to curb the criminal economy and reactivate areas affected by the internal armed conflict

Quito, May 17, 2025. The President of the Republic, Daniel Noboa Azín, submitted his first urgent economic bill to the National Assembly, marking a new approach to addressing structural violence in the country. The proposal was presented following the formation of the 15 permanent legislative committees by the Legislature.

The initiative is titled "Law to Dismantle the Criminal Economy Linked to Internal Armed Conflict" and establishes specific actions of a financial, tax, and security nature. The objective is to tackle the illicit flows that fuel organized crime and offer tangible solutions to the communities most affected by violence.

With this project, the Executive seeks to protect the national economic and financial system, as well as to promote the revitalization of areas deteriorated by criminal activities. This measure aligns with the state's policy of comprehensive security and economic development that has been a pillar of the government since the beginning of its term.

Additionally, the control of 12 out of the 15 legislative committees by the ruling bloc Acción Democrática Nacional (ADN) paves the way for the debate and eventual approval of the law. Legislative support will allow the project to be addressed with the speed and responsibility that the national situation demands.

The regulation proposes innovative mechanisms to sever the links between crime and the informal economy, considering incentives for lawful reinvestment and institutional strengthening in the most vulnerable regions. The proposal also aligns with the medium-term goals in fiscal policy and public security of the national government.

The Minister of Government, José Julio de la Gasca, had already anticipated in meetings with the President of the Assembly, Niels Olsen, that key reforms focused on stabilizing the country after years of institutional deterioration would be sent. This project confirms that line of action.

With this step, Daniel Noboareaffirms his commitment to an active legislative agenda that responds to Ecuador's main structural challenges. The public expects results, and the Executive has replied with concrete action from the early days of this new stage.
