President Noboa restricted private insurance and top-level cars in the public sector

A new regulation requires the purchase of international insurance and restricts vehicles exclusively to essential functions

President Daniel Noboa signed Executive Decree No. 36 to amend the General Regulations to the Organic Law of Public Service. The modifications established new guidelines for the contracting of health insurance for international travel and for the acquisition of vehicles by the State.

Regarding insurance, the regulations now require each public institution to contract comprehensive health insurance coverage for officials traveling on official business abroad. This provision seeks to guarantee the protection of personnel without resorting to extraordinary resources or unnecessary privileges.

Previously, the regulations delegated this responsibility to social security agencies, without establishing a uniform criterion. With this reform, the Government standardizes the procedure and limits spending, eliminating excesses in the use of public funds during international missions.

Regarding vehicles, the prohibition on acquiring high-end automobiles remains in place. Clear criteria are specified for authorizing the purchase of non-specialized cars, always subject to budget availability and approval by the Administrative General Secretariat of the Presidency.

For specialized vehicles, such as those intended for security tasks or diplomatic functions, compliance with specific regulations will be required. The Ministry of Foreign Affairs will be the entity responsible for regulating the purchase of vehicles for the foreign service, in line with actual operational needs.

These decisions reinforce the Government's commitment to efficiency by limiting the use of public funds in areas that have been the focus of abuse in the past. Waste of resources is avoided and spending is directed strictly toward what is necessary for the fulfillment of duties.

The measure also responds to the need to establish a more austere and transparent model in the state apparatus. This way, a public administration focused on service and not on privileges is consolidated, a vision that seeks to restore public trust.

The reforms promoted by Noboa modernize the state apparatus, eliminate unnecessary expenses, and establish a more responsible standard in the management of public resources. With this, the Government reaffirms its vision of a more orderly and efficient Ecuador.
