The President of the United States, Donald Trump, announced on Wednesday one of the most significant decisions of his policy regarding the war in Ukraine by confirming that his administration will grant Kiev a license to manufacture Patriot interceptors, a step that would strengthen the defensive capacity of the European country and reduce its dependence on direct supplies of U.S. weaponry.

The announcement was made during a meeting with Ukrainian President Volodymyr Zelensky, within the framework of the NATO summit held in Ankara. Trump presented the measure as a practical solution for Ukraine to develop its own production of air defense systems while avoiding constant pressures on U.S. military inventories.

''We are going to give them a license to manufacture Patriots. That's pretty good. Now they can't say we are not giving them enough,'' Trump stated during the meeting. The president emphasized that the Patriot is a strictly defensive system, a characteristic he considers preferable to sending weapons with offensive capabilities.

''It's a defensive weapon, and I like that much more than an offensive weapon,'' declared the U.S. president, insisting that his administration seeks to strengthen Ukraine's capacity to protect its population without encouraging unnecessary military escalation.

Although Trump did not provide technical details on where the interceptors will initially be produced or when manufacturing will begin, he assured that Ukraine has the industrial capacity to start production quickly once U.S. companies collaborate on technology transfer.

The president also explained that Washington maintains a limited number of Patriot missiles due to its own national defense needs, so boosting Ukrainian production represents an efficient alternative to reinforce the security of the European country without compromising U.S. military readiness.

''We have Patriots, but we don't have that many. We also need them for ourselves,'' Trump stated. He added that his government will work directly with the manufacturing company to launch the project and expressed confidence that the industry will respond positively to the initiative.

During the meeting, Trump displayed a significantly more cordial tone towards Zelensky compared to earlier stages of the bilateral relationship. The president asserted that they have built a ''very good relationship'' and maintained that both Ukraine and Russia want to end the conflict intensified by the Russian expedition in February 2022.

The president also confirmed that he planned to speak that same day with Russian President Vladimir Putin, as part of his efforts to promote a negotiated exit to the war. Trump reiterated that he believes it is possible to reach a peace agreement, although he acknowledged that both Putin and Zelensky are leaders with firm positions.

''We have resolved many wars, and I thought this one might be the easiest. But Putin is a difficult character, and this one is also a difficult character,'' Trump commented referring to the Ukrainian president, who was sitting next to him during the meeting.

For his part, Zelensky thanked the meeting and expressed his confidence that the U.S. president will continue to play a decisive role in stopping the war. The Ukrainian leader indicated that he hoped to discuss with Trump ''very important details'' related to cooperation between the two countries.

The announcement was positively received in Washington by representatives of both parties. The Ukrainian ambassador to the United States, Olha Stefanishyna, stated that the meeting sent ''important strategic signals'' about the collaboration between the two nations and expressed her hope that these signals quickly translate into concrete decisions.

The announcement came as Russia launched a new ballistic missile attack against Kiev overnight. According to Ukrainian authorities, air defenses managed to intercept 139 of the 169 drones used by Moscow, but could not shoot down any of the five ballistic missiles employed in the offensive, highlighting the importance of having more Patriot interceptors.

In addition to cooperation in air defense, Trump revealed that the United States is also considering reaching a deal to acquire drones developed by Ukraine. The country has built a highly specialized industry in this type of technology since the beginning of the Russian invasion and recently signed new cooperation agreements with Denmark, Estonia, and the Netherlands.

With the authorization to manufacture Patriot interceptors and the strengthening of technological cooperation between the two countries, the Trump administration seeks to combine support for Ukraine's defense with a strategy aimed at moving the conflict toward a negotiated solution, while simultaneously strengthening the industrial and military capacity of a key ally without compromising U.S. strategic resources.
