The Israeli army (IDF) published a set of intelligence documents exposing the systematic collaboration between Hamas and Iran, with officials from the UN agency for Palestinian refugees (UNRWA), and with the Qatari network Al Jazeera.
The materials also show how the terrorist group deliberately planned to increase civilian suffering in Gaza, using humanitarian and media infrastructure for its military operations.
Collaboration between UNRWA and Hamas
The documents include lists of UNRWA employees—including teachers, principals, counselors, and medical staff—who were simultaneously listed as active members of the Izzadin al-Qassam Brigades, Hamas's armed wing. Some received salaries from both UNRWA and the terrorist group itself.
The army also released a training manual titled "Fundamentals of Military Engineering – Level Three," which instructed fighters to use civilian buildings as defensive shields. In the supply plans of the Khan Yunis Southern Battalion, UNRWA schools were listed as Hamas gathering points.

UNRWA's operations director in Gaza, Ashraf Mahd, appears in photographs released by the IDF indoctrinating children with the group's ideology, glorifying violence and war crimes.
The relationship between Hamas and Al Jazeera
The Israeli investigation also provides evidence of coordination between Hamas and the Al Jazeera network, funded by the State of Qatar. Among the seized documents are staff lists, phone directories, and payrolls of members of terrorist organizations who worked as journalists.
Fifteen Al Jazeera employees, including Ismail al-Ghoul—participant in the October 7 massacre—are listed as members of Hamas or Islamic Jihad.
