The Reforms and Their Content

The first is the General Law of the National Public Security System, which will consist of:

  • Creating a national registry of mobile phone users to which various institutions will have full access.
  • Police officers will be able to use the data to obtain evidence against crimes such as extortion or kidnapping.
  • It will regulate the integration and operation of security institutions.

The second is the Law of the National Security Investigation System, which will consist of:

  • The SSP could request information from all state and private entities.
  • Vehicle records, biometric, telephone, tax data, etc., may be required.

Creation of the Mobile Phone Registry

Felipe Calderón and Andrés Manuel López Obrador promote the creation of this, however, the SCJN invalidated these proposals on more than one occasion.

Since it can lead to the violation of human rights, privacy, and protection of personal data.

It was in 2021 when AMLO first promoted the mobile phone registry, with the same argument of combating crime.

This narrative with which they promote this reform is the perfect excuse to violate citizens, as organized crime doesn't use phones registered in their name.

Criticisms and Risks of This Reform and the Mobile Phone Registry

"Forcing those who have a phone line to register their biometric data with the government is a serious violation of privacy"

- Human Rights Watch

If the biometric data of citizens is compromised, it could be used for fraud, identity theft, or even political repression.

We are facing a direct threat to the freedom and privacy of Mexicans.
