The central idea is not to modify the historic building itself (which is a national heritage), but to intervene in its urban environment.

The Uruguayan State is a gigantic wasteful machine that Uruguayan citizens support with their taxes. Vice President Cosse can't think of a better idea than to waste 10 million dollars on a pharaonic project, as happened with the Antel Arena, built when she was president of Antel, in previous governments of the
Broad Front.
It is worth remembering that the Antel Arena cost triple what was originally planned, and was plagued by irregularities.
Now, in 2026, Cosse herself is still squandering people's tax money on a useless work that will bring no benefit to the population.
A total absurdity typical of the Uruguayan political caste that turns its back on the population, especially the private sector, which maintains the public administration.
