Andrea Tuana funds her dark NGO with public money

The ultra-radical feminist funds her NGO with public money, entering into contracts with state agencies

Andrea Tuana Nageli was born on July 4, 1969, in Montevideo.

She has been the head for many years of the ultrafeministradical NGO (Non-Governmental Organization) "ElPaso," which, under the guise of "defending human rights" and "children's rights," has made a shady business out of false reports of "gender violence."

El Paso is an NGO with legal status that pretends to defend women who suffer violence, but it is a machine for siphoning money from Uruguayan taxpayers. 

The pretext is always the same: "defending the most vulnerable in society," "women victims of gender violence," "abused boys and girls," and similar issues.

The purpose is to enter into agreements with various state agencies to collect money from taxpayers

The nefarious Law 19.580

Law 19.580 on "gender violence" was approved in 2017 during the second government of TabaréVázquez.

It is an absurd, unconstitutional, and unjust law that sweeps away the presumption of innocence for men and grants the woman who files a simple complaint privileges and benefits. 

Law 19.580, in addition to ending the presumption of innocence for half the population, all men of all ages, grants the complainant the privilege of collecting 12 salaries from the accused. 

This means that a woman who invents a false complaint, at the end of a trial, can collect 12salaries from the man who suffered that false accusation.

Suppose a man earns a salary of $100,000 per month. If that man is the victim of a false accusation of gender violence, the woman who falsely accused him will collect $1,200,000 at the end of the trial. 

This is because Law 19.580 states that the complainant will collect 12 salaries from the accused, even if she has no evidence that she suffered violence.

The false accusation industry

Tuana's NGO, like so many other radical feminist organizations, has its main source of funding from the State, that is, from the money that taxpayers pay in taxes.

The scheme is as follows: a woman wants to falsely accuse her boyfriend, husband, or ex-partner, the feminist NGO provides her with "free" advice, where they take care of everything.  

At the end of a trial, that man is convicted and, among other sanctions, is ordered to pay 12 salaries to the woman who made the false accusation. 

Continuing with the previous example, that man will pay the woman who falsely accused him $1,200,000. 

From this amount, the feminist NGO charges a "commission," which is around 20%. In this example, the feminist NGO that advised on the false accusation will collect $200,000. 

As can be seen, it is a lucrative business. Women are encouraged to make false accusations of "gender violence" against innocent men, and when this man is judicially convicted, the woman who made the false accusation collects, and so does the feminist NGO that participated in this dirty scheme. 

This sinisterbusiness of false accusations has been operating in Uruguay since 2017, when Law 19.580 was approved.

This is the essential proof of why all feminist organizations, without exception, defend this regulation and refuse any type of modification. 

Thanks to this law and false accusations of gender violence, they collect their "commission."

State funding

The NGO El Paso, like the rest of the Uruguayan radical feminist organizations, also collects public money through agreements with state agencies.

One of the main state agencies is Inmujeres (National Institute for Women), which belongs to MIDES.

During Lacalle Pou's government, Inmujeres was headed by MónicaBottero, from Pablo Mieres's Independent Party.

Bottero encouraged false accusations and injected billions of pesos into several radical feminist NGOs. 

Basically, Inmujeres enters into agreements with radical feminist NGOs to provide "gender perspective workshops in rural areas" or "courses on how to prevent street harassment."

Through these agreements, Inmujeres, with the money of all Uruguayans, injects these NGOs with millions of pesos every month. 

Of course, these types of workshops or courses are absolutely useless. It is a front so that public resources finance radical feminist NGOs. 

AndreaTuana's NGO, like many others, collects money This way, inventing courses, workshops, and talks with state agencies.

This way, it collects money from all Uruguayans. 

The Montevideo city government has been carrying out the same practice for many years, entering into various agreements or contracts with radical feminist NGOs for supposed workshops or courses, and This way injects the money of all Montevideo residents into these extremist organizations. 

Andrea Tuana sanctioned

The director of the NGO El Paso was sanctioned by the Ministry of the Interior in February 2025 with a six-month suspension without pay.

The sanction originated from statements by Tuana in February 2024 on the program Arriba Gente on Channel 10. 

Tuana falsely claimed that children were left at drug sales points as "guarantees" for unpaid debts and linked these situations to sexual exploitation associated with drug trafficking.

What she said was total nonsense and an absolute falsehood. She lied knowingly.

The Ministry argued that as an employee of the Police Hospital, she did not formally report these alleged crimes.

The ultra-radical feminist appealed the sanction, and as of June 2025, there was no final decision.

Beyond this sanction, Tuana is the visible face of a dirty, shady, and immoralbusiness based on promoting false accusations of gender violence against innocent men and using issues of violence in society for profit. 

In addition, El Paso, like all NGOs, since they are supposed to be non-profit, do not pay taxes.

This means that the money they collect is 100% profit. Those who pocket all the money are the ones who run the NGO.

During the 5 years of Lacalle Pou's government, Law 19.580 was not modified, and under Orsi's government, it surely will not be either.
