The National Construction and Related Workers' Union (SUNCA) has been involved in a series of recent judicial investigations over multimillion-dollar embezzlement from its Social Housing Fund (Fosvoc), which has resulted in several convictions for fraud and embezzlement offenses.
Sunca has been led for decades by union leaders from the Communist Party.
Óscar Andrade, current communist senator, was for many years the main leader of Sunca.
Daniel Diverio, current communist representative for Canelones, was the main union leader of Sunca until the end of 2024.
Case details
The Construction Chamber filed a criminal complaint after detecting serious irregularities, which led to the arrest and subsequent conviction of several communist union leaders and a Fund employee.

Union leaders involved
One is Stella Rey, an employee identified as the main person responsible for 193 irregular transfers, for a significant amount of money, who was recently convicted.
Also three union leaders (Santiago Bernaola, Bruno Bertolio, and Víctor Rivero), all from the Communist Party.
They were criminally convicted by the courts after admitting their guilt in the embezzlement of 1,200,000 dollars, using schemes such as requesting loans in the names of non-existent people.
Prosecutorial investigations revealed that schemes such as letters with forged signatures were used to request special aid for non-existent workers, and irregular bank transfers to personal accounts.
Money diverted to the Communist Party
Part of the stolen money was used for personal purposes by the union leaders and, according to statements from those involved, another part was allocated to the union itself and to the Communist Party list 1001.

The criminally convicted individuals directly pointed to Óscar Andrade and Daniel Diverio as beneficiaries of the stolen money.
Specifically, they indicated that Andrade used construction workers' money to finance his electoral campaign for list 1001 in the October 2004 election.
In that election, he was re-elected to his seat in the Upper House. Meanwhile, Diverio was the main leader of Sunca in 2024, and in the October elections of that year, he was elected communist representative for the department of Canelones.
The criminal investigation continues
The prosecutor in the case, Gilberto Rodríguez, stated that he doesn't confirm but also doesn't rule out that both communist legislators may be summoned to the prosecutor's office to explain why the Party's union leaders stole 1,200,000 dollars belonging to construction workers.

It is worth recalling that the Communist Party has several high-ranking officials in Yamandú Orsi's administration, including Labor Minister Juan Castillo.
It should be noted that the Communist Party is also implicated in the extremely serious corruption case of the FUS (Uruguayan Health Federation), where the union leader from that Party, Jorge "Fogata" Bermúdez, was expelled from the union for appropriating money from private health workers.
