The controversy over the multiple employment of Álvaro Danza, president of the State Health Services Administration (ASSE) since early 2025.
It erupted in August 2025 after a journalistic revelation on the program Así Nos Va, on Radio Carve.
The compatibility of his role at ASSE with private and academic activities is being questioned, alleging constitutional, ethical, and labor violations that generate conflicts of interest and overlapping schedules.
Illegal multiple employment
Danza treats patients at private mutualist organizations (Asociación Española and Médica Uruguaya) while presiding over ASSE, the public provider with 1.5 million users.

This violates Article 200 of the Constitution (incompatibility of public positions with private ones that contract with the State).
An usurper of the position
In September, Professor Augusto Durán prepared a legal report concluding violations of Article 9 of Law 18.161 (creation of ASSE), Article 28 of Decree 30/003 (state contracts), and Article 31 of Law 19.823 (anti-corruption).
