The Global Innovation Index 2025, published by the World Intellectual Property Organization (WIPO), has set off the alarm in Uruguay. The country has fallen from 62nd to 68th place in the global ranking, a setback that highlights structural challenges that can no longer be ignored.

If Uruguay aspires to establish itself as a developed nation and to improve the quality of life for the hundreds of thousands of Uruguayans living in poverty or at risk of falling into it, it is imperative to address these weaknesses with determination and strategic vision.

Critical areas: Market and Business Sophistication in free fall

The report identifies two pillars where Uruguay shows particularly weak performance: "Market sophistication", where the country dropped seven positions to 103rd place, and "Business sophistication", with a dramatic fall of 45 positions to 115th place.

These indicators are essential for assessing a country's ability to create a dynamic and competitive economic environment that fosters innovation.

Uruguay's low position reflects an economy struggling to generate investor confidence and to create conditions for companies to grow and diversify.

Meanwhile, "Business sophistication" evaluates the adoption of advanced business practices, such as the use of cutting-edge technologies and collaboration with international partners. Local companies appear to be lagging behind in adopting innovative business models, which hampers economic development and competitiveness.

Human capital and other indicators in decline

Another pillar where Uruguay has fallen back is "Human capital and research", dropping ten positions to 93rd place. This indicator measures the quality of education, investment in research and development (R&D), and the training of specialized talent.

The low number of graduates in STEM fields is a significant obstacle. In a world where technological innovation drives economic growth, this position indicates that Uruguay is not training enough professionals in key areas.

Without an environment that facilitates investment and business modernization, Uruguay will continue to lose ground to more dynamic economies.

A strong point: Solid institutions

Despite the challenges, Uruguay keeps a prominent position in the "Institutions" pillar, ranked 31st. This indicator evaluates political stability, the quality of the regulatory framework, and the effectiveness of public institutions.

Institutional strength is a valuable asset, as it generates confidence and attracts investment. However, this advantage doesn't offset the structural weaknesses in education, innovation, and competitiveness.

A call to action

Uruguay's poor performance in the Global Innovation Index 2025 is not a surprise. For years, experts and business leaders have warned about the need for structural reforms to boost innovation and energize the private sector.

To reverse this trend, Uruguay must adopt a comprehensive strategy that strengthens education, technical training, and access to financing for small and medium-sized enterprises.

It is also crucial to promote collaboration between industry and academia, establish incentives for applied research projects, and to diversify exports toward high value-added sectors such as technology and creative industries.

The future is in our hands

Uruguay has the potential to become a regional leader in innovation. Its institutional stability, strategic location, and educated population are solid foundations for building a prosperous future.

However, the Global Innovation Index 2025 makes it clear that the status quo is not enough. The fight against poverty and the construction of a developed country require a collective commitment to modernization and deep change.

The report is not just a diagnosis; it is an urgent call to action. The question is: Is Uruguay ready to respond?

This article is based on WIPO's Global Innovation Index 2025 and seeks to raise awareness about the challenges and opportunities for Uruguay's sustainable development.
