The Polish government expelled eleven foreign citizens suspected of being part of a Russia-backed influence network operating within the country with the aim of destabilizing the Ukrainian refugee community and promoting actions favorable to Kremlin interests.

The measure was announced by Polish authorities following an investigation conducted by the country's security services. Among those expelled are nine Ukrainian citizens and two Belarusians, who, according to the Internal Security Agency (ABW), allegedly participated in espionage and political influence activities funded from Russia.

According to the investigation, the suspects received financial resources to recruit people and organize demonstrations directed against the Ukrainian government. Authorities claim that these actions were part of a hybrid warfare strategy driven by Moscow to create divisions among Ukrainian refugees and weaken European support for Kiev.

Polish intelligence agencies noted that the operation aimed to exploit the presence of millions of Ukrainian citizens displaced by the war to spread pro-Russian narratives and provoke social tensions within Polish territory. The network also allegedly attempted to influence public opinion through disinformation campaigns and organized mobilizations.

Since the beginning of the Russian invasion of Ukraine in February 2022, Poland has become one of Kiev's main allies within the European Union and NATO. In addition to providing military and humanitarian assistance, the country has welcomed a large number of refugees fleeing the conflict, becoming one of the main destinations for the displaced.

In recent years, Warsaw has strengthened counterintelligence and surveillance efforts against possible Russian operations on its territory. Authorities have repeatedly warned about the increase in espionage, sabotage, and influence campaigns linked to Moscow, especially since the onset of the war.

The expulsion of the eleven suspects is part of that security policy and represents a new action by Poland against alleged covert operations attributed to Russia. The Polish government maintains that it will continue to strengthen its intelligence mechanisms to prevent activities that could affect national security and the internal stability of the country.
