A measure by the AFA could complicate the change in Riquelme's Football Council.

The governing body of national soccer will implement a new rule starting in 2026 that will affect the plans of Boca's president

Amid the turbulent institutional and sporting situation currently facing Boca, last week it emerged that Juan Román Riquelmeintends to dissolve the Football Council and make a deep change in the club's sports management.

The Xeneize president's intention is to move forward with a restructuring that would include the departures of Raúl Cascini and Mauricio Serna, while Marcelo Delgado would remain in his position. Among the possible new names that could join are Carlos Fernando Navarro Montoya and Alberto Márcico, and the addition of a sporting manager is not ruled out.

However, a new AFA regulation could alter these plans. Starting in 2026, all Primera División and B Nacional clubs must have sports directors with a PRO License in order to hold positions like those currently on Boca's Football Council. This measure was published in the Official Bulletin in June 2024.

The PRO License is obtained after completing a diploma in Sports Management, a course organized by Futbolistas Argentinos Agremiados (FAA) together with the Universidad Nacional de Tres de Febrero (UNTREF). According to the AFA, the measure seeks to "raise standards, professionalize, and provide greater transparency to sports management in clubs."

This means that any person Riquelme appoints next year to make decisions in Boca's football department must have completed this mandatory training, something that could limit the club's options or force future directors to take the course as soon as possible.

While awaiting official confirmation of the changes, Boca knows that the new scenario imposes more demanding requirements for those who take on responsibilities in professional football.
