The Inter-American Development Bank (IDB) announced an agreement with the Argentine Government to provide a technical and financial assistance package of USD 200 million. This aid aims to mitigate the effects of the severe floods that affected Bahía Blanca on March 7, 2025, and that continue to complicate the situation in the Buenos Aires city.
The multilateral organization, chaired by Ilan Goldfajn, specified that the support includes an emergency loan of USD 200 million, in addition to an additional contribution of USD 200,000 in non-reimbursable technical cooperation.
According to the IDB on its official website, the objective is to cover the immediate needs of those affected and support the reconstruction efforts being deployed in the area.
What is the IDB's Contingent Credit Facility?
The financial instrument used for this response is the Contingent Credit Facility for Natural and Public Health Emergencies (CCF). It is a mechanism designed by the IDB that allows a rapid response to natural disasters and public health crises. This system has already been implemented in other major catastrophes, such as the earthquake in Ecuador in 2016 and Hurricane Dorian in the Bahamas in 2019.

The IDB explained that the USD 200 million allocated to Argentina could come from previously reassigned resources, which will allow for the expedited disbursement of funds and an effective response to the damage caused by the floods. This financing will not only cover immediate urgencies but also aims to reduce the economic and social impact on the most vulnerable communities of Bahía Blanca.
