Córdoba's Peronism decided to halt the ban on naranjitas and windshield cleaners after strong pressure from several corporate sectors. The ruling party decided to move forward with a partial reform of the Code of Coexistence and postpone the most "controversial" points until the year 2026. The measure caused discontent among citizens who demanded a tough stance against the street extortion that residents of the capital city suffer.

The legislative decision entails approving only the articles that gather political consensus, leaving out the most conflictive provisions today. The president of the ruling party bloc, Facundo Torres, formally proposed leaving in committee the articles on car minders and anti-vaxxers. 

Legislator Gregorio Hernández Maqueda strongly questioned the government's backtracking in the face of the local Social Pastoral's statement. The opposition leader asserted that the people are left less safe without the anti-naranjitas law because of a malicious squeeze by the left. The criticism points to the lack of conviction of the majority bloc to uphold public order in the face of current corporate actors.

Sectoral pressure and legislative halt

Legislator Nadia Fernández criticized the ecclesiastical document and accused the religious leaders of having a significant bias regarding the local reality. The ruling party leader targeted priest Munir Bracco and questioned the institution's silence in the face of other highly controversial statements. Despite the rhetorical anger, Peronism ended up complying with the clergy's will and stopped the consideration of the key articles of the reform.

The approved reform designates the Ministry of Security as the enforcement authority to plan all contraventional policy in the area. It incorporates the concept of recurrence as an aggravating factor in penalties when new offenses are committed without a prior final sentence. These technical modifications seek to streamline processes but lack the direct impact that the ban on car minders would have today.

The amendment to the Traffic Law will finally allow the use of automatic DRL lights to drive on the highways throughout the province. This regulatory adjustment prevents the Highway Police from fining drivers of modern vehicles that already have this useful technology. It is a historic demand from motorists who were unfairly penalized by an obsolete and outdated traffic regulation.

Legal certainty and pending order

The initiative authorizes the forfeiture of assets used to commit offenses, which may be given a new destination after 180 days. It also establishes the expiration of contraventional records after 3 years when there is a final sentence, in order to clean up the actual record. The project's approach seeks to incorporate a restorative perspective for victims, although insecurity remains the current central issue.

The political left celebrated the postponement, arguing that "social conditions are not in place to move forward with tough-on-crime measures." Luciana Echevarría warned about the current economic crisis and asked not to issue a report on the reform until a much deeper debate takes place.

Peronism's final strategy was to approve a half-hearted reform to avoid the political cost of confronting sectors of the local clergy. The ordering of public space will have to wait until next year while residents remain hostages of street corporations. The lack of concrete decisions perpetuates informality and punishes citizens who comply with all their tax obligations up to date.
