Córdoba's Government seems to have had a slight awakening of common sense by announcing the total ban on current windshield cleaners. However, the lucidity was not complete, since they decided to maintain and regulate the system of "naranjitas" through friendly cooperatives. The measure is presented as a public order solution, although in reality it ends up institutionalizing the privatization of road space.

Minister Juan Pablo Quinteros confirmed that the restriction on windshield cleaners will be absolute at all traffic-light-controlled intersections in the city. The text penalizes those who offer or attempt to clean the windshields of vehicles stopped or in circulation for safety reasons. It is a response that comes late, but it serves to stop the coercion that defenseless motorists suffer at every corner of the capital.

The great absurdity of the project lies in the fact that only those "naranjitas" who do not have authorization from the competent authority will be punished. Far from prohibiting this parasitic activity, the project validates the political agreements between municipalities and parking cooperatives. This implies legalizing the management of slush funds instead of freeing the streets for free parking for Córdoba's citizens.

Timid measures and political slush funds

The reform of the Coexistence Code establishes penalties of community work, fines, or arrest for those who demand money without official permission. The sanctions will be doubled automatically when these behaviors occur in the vicinity of public shows or mass events. Quinteros insists that the measure doesn't seek to criminalize poverty, but rather to put an end to the coercive activity that affects people's peace. The project will begin to be discussed this Friday in a legislative committee, where a debate is expected on the true effectiveness of the regulation. The opposition will have to decide whether it endorses this laundering of cooperatives or demands a plain and simple ban on all informal activity there.

 The ruling party is trying to show management in security and coexistence, although timid solutions usually perpetuate the vices of old politics.
