Córdoba's Legislature has been addressing since today Friday the comprehensive reform of the Coexistence Code promoted by Córdoba's Government. The bill establishes that the Ministry of Security will be the enforcement authority to coordinate local policies. The complete list of the amendments that will govern behavior in public spaces is detailed below.

The concept of repetition will be an aggravating factor for those who commit new offenses before having a final conviction. Contraventional records will remain in the official registry for 3 years before their definitive expiration. Confiscation covers assets used to prepare the offense, and those not claimed within 180 days will pass to the local State.

Road safety and evasion

The use of cell phones while driving is classified as dangerous driving and will carry penalties of fines or actual arrest. The evasion of police checkpoints on highways or streets will carry penalties of up to 10 days of arrest and disqualification from driving. Motorcycles must circulate with approved helmets and visible license plates to avoid the immediate seizure of the vehicle itself.

Authorities will require all safety elements such as mirrors and lights in order to circulate without risks throughout the city. The concept of suspicious behavior is redefined to include persistent pursuit and evasion of law enforcement officers. Drivers who flee after a traffic accident with damages will face doubled penalties due to the seriousness of the traffic incident.

Public space and property

The activity of windshield cleaners at traffic lights is completely prohibited and the penalty is doubled at local mass events. Informal parking attendants must have municipal authorization and the exception of prior voluntary payment in the current regulation is eliminated. Concealing the face with hoods or similar items will be considered an aggravating factor that will increase the final sanction applied.

The illegal disposal of waste will carry specific fines and an obligation to restore the environmental damage caused there. Lighting fires on urban or rural properties will be severely punished with high fines or days of actual arrest. Authorities will penalize the owners of properties where parties or mass events are held without the required official authorization.

Coexistence and procedures

The concept of drunkenness no longer requires a public scandal, since it is enough to create a clear risk situation on the street. Authorities will fine parents or guardians who fail to comply with the mandatory vaccination schedule of minors under their legal care. Insults against teachers doctors and police officers will carry harsher penalties even if they occur in digital media or social networks.

Penalties for damage to public property related to security health or the State's essential transportation are doubled. The statute of limitations for the penalty is extended to 3 years to ensure the effective enforcement of the sanctions imposed by the judge. The contraventional action will expire after 1 year if the proceeding is not initiated and after 2 years if the administrative process has begun.
