
Córdoba: Passerini pushes to reform a Code of Coexistence that is almost never enforced
More than 58% of the sanctioning regulations in the Code are not used or have almost no application in Córdoba
More than half of Córdoba's Code of Coexistence is either unused or minimally enforced. The findings come from a technical report prepared by the Justice of Infractions itself, after years without serious review.
The current regulation was enacted in 2016, but more than 130 articles have never exceeded 10 citations in almost a decade.

Obsolete articles and a bureaucratic system
Among the least enforced articles are regulations that govern cybercafés or require specific brands of condoms. There are also sanctions that are impossible to enforce, such as throwing cigarette butts or excrement without identifying the offenders.
The official assessment revealed overlaps, internal contradictions, and gaps that the municipality never addressed.
Years of paralysis and ineffective regulations
The report shows that only 42% of sanctions were applied with acceptable frequency. Meanwhile, more than 58% of the rules became dead letter, weakening all local regulatory authority.
For nearly 10 years, the municipality operated with an inefficient code without implementing any substantial improvements.

No real oversight or deterrence
The lack of effective oversight turned the Code into a decorative reference for urban coexistence. Córdoba deals daily with minor infractions that go unpunished, while total absurdities are sanctioned.
Neither the volume of regulations nor digitization prevented the loss of legitimacy of municipal rules.
Belated proposal with controversial points
Now the municipality seeks to simplify the Code and reintroduce stronger sanctions such as arrest for serious cases. This is a legal tool permitted by the provincial Constitution but abandoned nearly a decade ago.
The announcement comes with no clear deadlines or concrete project, after years of institutional neglect of the problem.

Management with unclear priorities
Beyond the participatory discourse, the truth is that only now is it being admitted that the Code doesn't work. The system operated on autopilot, without regulatory review or adaptation to the current social and technological context.
Residents, professionals, and chambers will be consulted, although there are still no guarantees of an effective and lasting solution.
