The government modernizes customs and streamlines export and import procedures

The simplification of RAyPE and the customs reforms promoted by the government will ease the administrative burden for thousands of firms and modernize Argentina's foreign trade

The Central Bank of the Argentine Republic (BCRA) announced changes to the Survey of External Assets and Liabilities (RAyPE) that will reduce bureaucracy for more than  24,000 companies. With this measure, those firms with external assets and liabilities below USD 10 million will be required to submit information only once a year, while companies exceeding that amount will continue with the quarterly obligation, although under a more streamlined scheme.

The decision is part of the  administrative simplification plan of the Ministry of Deregulation and Transformation, which seeks to eliminate obsolete regulations and facilitate economic activity.

Federico Sturzenegger: lower costs and fewer obstacles

The Minister of Deregulation, Federico Sturzenegger, highlighted on social media that RAyPE represented a costly procedure: "Accounting firms charged up to 2,000 dollars to complete the forms." He also emphasized that the removal of the foreign exchange controls makes many of these requirements unnecessary.

Direct impact on foreign trade

Implementation is scheduled for January 2026 and will allow for the consolidation of a clearer and more accurate database, used by Indec for the estimation of the Balance of Payments and the International Investment Position. The change will not only simplify internal processes but will also improve the country's statistical transparency.

Customs modernization and less bureaucracy

Meanwhile,  the Revenue and Customs Control Agency (ARCA) moved forward with a reform of the customs regime. One of the most significant changes was the elimination of the IT cross-check between the Malvina IT System (SIM) and the Export Manifest (MANE) in air operations, which will reduce management times and provide greater agility to exporters.

Single Window and more interoperability

Another key point is the incorporation of new processes into the Argentine National Single Window for Foreign Trade (VUCEA). Thanks to this modification, license and permit certificates (LPCO) can be submitted digitally, enabling interoperability between ANMAT and ARCA. This will simplify the importation of food and industrial supplies.

VUCEA, in effect since 2016, centralizes import, export, and customs transit procedures, offering greater traceability and a reduction in administrative burdens.

A commitment to competitiveness

With these changes, the Government seeks to ease bureaucratic pressure, reduce operating costs, and create a more favorable environment for Argentine foreign trade. The simplification aims to consolidate a more predictable, transparent, and competitive logistics system.
