
The government repeals 2012 regulations to simplify economic procedures
The measure, published in the Official Gazette, aims to simplify procedures and reduce the administrative burden. It will be in effect from September 1, 2025
The national government has taken a new step in its debureaucratization plan by eliminating the regime that required reporting every economic transaction, including those that are free of charge, between Argentine residents and foreign individuals or entities. The decision was made official through General Resolution No. 5752/2025, published in the Official Gazette, and will take effect on September 1.
The regulation repeals two resolutions dating back to 2012 (No. 3,285 and No. 3,364), which were part of a control scheme considered obsolete by the current Executive Branch.
Which regimes have been repealed
General Resolution No. 3,285 imposed the obligation to report any economic transaction carried out with representatives of foreign entities, whether for consideration or free of charge. The regulation applied to service providers such as notaries, banks, exchange houses, insurance companies, and stock markets.

Meanwhile, General Resolution No. 3,364 had introduced modifications to the regime, setting deadlines and enabling virtual reporting systems. With the repeal, both obligations have been annulled.
Objectives of the measure
According to the explanation provided by the Revenue and Customs Control Agency (ARCA), the elimination of these regulations responds to the mandate of Decree No. 353/2025, which instructed a review and simplification of information and oversight regimes. The objective, according to the Executive Branch, is "to move toward a citizen-oriented public administration, based on efficiency, effectiveness, and quality of services."
In this regard, the government emphasized that reducing bureaucracy will make it easier to comply with tax obligations and improve competitiveness in investment and asset acquisition.

A more agile public administration
The simplification process led by ARCA involves gradual stages, using information already available to the agency and that provided by taxpayers. The system will be available exclusively to those who obtain income from Argentine sources, in order to organize the records without hindering the operations of companies and citizens.
This way, the State seeks to align local practices with international standards of good regulatory practices, while reducing the reporting burden on taxpayers and economic agents.
