In an ordinary session, the Legislature of Córdoba ratified the decrees issued by the Executive Power that establish the new organic structure of the provincial government. The legislative initiative was supported by the Hacemos Unidos por Córdoba bloc and the backing of two allied legislators to reach the necessary votes in the final voting. The approved regulation grants legal validity to the administrative changes applied in the functioning of the ministries and the various areas of provincial public management.
The administrative reorganization ratifies the restructuring of the cabinet of ministers formally resolved by Governor Martín Llaryora on July 17 within the institutional framework. Among the main modifications, the institutionalization of the Chief of Cabinet stands out, an office now led by Manuel Calvo, who previously served as Minister of Government. In turn, the ratified project establishes a new arrangement in the dependencies and a redistribution of operational responsibilities in the Executive Power.
According to the justifications sent by provincial authorities to the session chamber, the initiative seeks to consolidate the articulation and general coordination among state agencies. The proposal aims to optimize the planning, design, and execution of government programs implemented throughout the provincial territory. The parliamentary ratification provides the legal certainty required for the regular operational functioning of each of the administrative departments included in the official text.
Defense of the project and sanction of the institutional framework
During the debate in the chamber, the initial justification of the project was presented by ruling party legislator Leonardo Limia, who outlined the technical aspects of the norm. The legislator detailed the reorganization of ministerial competencies and the institutional objectives pursued with the reordering of the state organizational chart. The analysis of the text continued with the intervention of representatives from the different political blocs in the provincial parliament.
The closing of the ruling party's presentation was made by the president of the Hacemos Unidos por Córdoba bloc, Facundo Torres, who argued for the need to validate the adopted measures. The bloc leader stated that the Legislative Power must guarantee the regulatory support that allows the Executive Power to manage public administration efficiently. In his speech, the legislator emphasized that the ratification of the ministerial scheme constitutes the exercise of the constitutional powers of the governor to form his work team.
The sanction of the legislative project concluded with the approval of the articles after the final counting of the votes cast in the ruling bloc and the allied blocs. With this resolution, the new provincial law comes into full effect for the articulation of the ministries, agencies, and secretariats of the provincial government. The parliamentary procedure formalized the administrative structure that will govern the performance of public officials at the head of the various portfolios of the administration of Córdoba.
