The early release of one of the main perpetrators of the child sexual exploitation scandal in Rotherham once again shook the United Kingdom and reopened an uncomfortable debate about the functioning of the judicial system in the face of extremely serious crimes when those involved belong to “minorities”.

This is Banaras Hussain, a 44-year-old Pakistani citizen convicted in 2016 for multiple crimes, including rape, sexual assault and injury. An official report determined that at least 1,400 minors were victims of sexual exploitation between 1997 and 2013 in that English town. British law allows even those convicted of serious sexual offences to access benefits after serving part of their sentence, considering factors such as time in pre-trial detention or behavior within the prison system.
