The passengers were registered participants in the 1st International Habitat Meeting, organized by the Provincial Agency for Social and Urban Integration (OPISU) under Axel Kicillof's administration. The event was to be held at the Gran Hotel Provincia in Mar del Plata, under the theme "New approaches to development and urban planning."

The delegation included residents of Moreno, Morón, and Ciudadela, activists from social organizations, and also professionals invited to the meeting.
After the tragedy became known, Governor Axel Kicillof suspended the event, which was scheduled for this Tuesday and Wednesday.
The first testimonies of the rollover
Father Francisco "Paco" Olivera, a member of Priests for the Option for the Poor and one of the bus passengers, recounted that the injured themselves helped each other to get out of the vehicle. "We got out on our own or with the help of others. About 10% of the bus had injuries of varying severity," he said in an interview with Telefé.
He stated that there was no involvement of another vehicle or adverse weather conditions. "We were sleeping. I think it was seven thirty, eight in the morning. We had left at midnight. I boarded in Moreno," he explained.
