Presidential spokesperson Manuel Adorni confirmed on Thursday that the zero withholding tax scheme for beef and poultry exports will remain in effect without quota until October 31. The official clarification was issued amid the context caused by the rapid exhaustion of the limit set for grains in a previous decree.
Through his official account, Adorni announced that the tax exemption for foreign sales of beef and poultry will continue until the end of October, with no export duties or quantity restrictions for those products. "The zero withholding tax scheme for poultry and beef exports will continue without quota until next October 31," the spokesperson stated.
During the week, Milei's government published Decree 682/2025, which established the temporary elimination of withholding taxes for various grains and oilseeds, such as soybeans and corn. That regulation clarified that the benefit would remain in force until October 31 or until external sales reached a cap of USD 7 billion, a figure that was reached quickly on Wednesday, which led to the early closure of the benefit for those crops.

Regarding beef and poultry, the suspension of withholding taxes was set forth in Decree 685/2025. Unlike the previous one, this provision did not set quota limits, establishing only October 31 as the expiration date.
The measure benefits both large exporting consortia and small producers in the poultry and beef sectors. With this provision, the government seeks to maintain the competitiveness of Argentine meat after the early termination of the quota set for agricultural products and to increase the supply of dollars.
The USD 7 billion quota for grains was consumed in just 72 hours, setting a historic record in the submission of Sworn Declarations of Foreign Sales (DJVE), which were entered at great speed.

Yesterday, the Federal Administration of Public Revenue (ARCA) reported that the quota stipulated by Decree 682/2025 was completed, which resulted in the automatic removal of the option to register new DJVEs under that benefit.
According to data from the Ministry of Agriculture, as of Wednesday morning, DJVEs by product were distributed as follows: 4,720,086 metric tons of soybean by-products; 2,698,740 of soybeans; 905,110 of soybean oil; 1,777,100 of bread wheat; 177,981 of sunflower oil; 952,500 of corn; 195,300 of feed barley; 21,300 of sorghum; 17,500 of sunflower by-products; and 512 metric tons of wheat flour.
In this context, Manuel Adorni's announcement made it clear that, in the case of meat exports, the tax benefit will remain in effect until October 31.
