Peru's government updated the regulations of the Military Service Law and ordered sanctions for young people who do not comply with registration in the Military Registry upon reaching the corresponding age. The measure was made official through Supreme Decree No. 018-2025-DE, published on January 1 and with immediate effect.
From the Executive Branch, officials clarified that the regulation doesn't reestablish compulsory military service, but instead aims to organize and strengthen the system of registration, draft, and discharge. However, the new scheme incorporates concrete sanctions for those who fail to comply with the administrative obligation to register.

In accordance with the regulations, young people who turn 17 must register mandatorily in the Military Registry. Those who do not complete the procedure before turning 18 will automatically move to the status of "omisos a la inscripción", a category that is now formally established in the regulations.
The planned sanction consists of a fine equivalent to 5% of the current Tax Unit (UIT) at the time of payment, which currently represents around 267.50 soles. The amount must be paid at Banco de la Nación in favor of the corresponding armed institution: Army, Air Force, or Navy.
Nevertheless, the decree contemplates an alternative. Young people considered omisos may be exempted from paying the fine if they perform and complete the Barracked Military Service within the legal deadlines. The provision seeks to offer a solution for those who do not have the financial resources to face the sanction.
In addition, the regulations expand the benefits for those who complete the service. Among them, technical guidance training is incorporated in the land and water transport sector, coordinated between the Ministry of Defense and the Ministry of Transport and Communications. These training instances do not grant licenses or official certifications, but they seek to improve the employability of discharged personnel.

Another relevant point is the power granted to the Executive Branch to extend the periods of instruction and training of the reserves in situations related to national security and defense. Likewise, the 5% UIT fine is ratified as a general sanction for infractions related to military registration.
From the government, officials insisted that the central objective of the measure is to strengthen administrative order, promote civic participation, and guarantee an updated registry of the population of military age, without moving toward a compulsory conscription scheme.
