The City of Buenos Aires is moving forward with a project that improves the connection between Bajo Belgrano, Aeroparque, and the Costanera. It involves a two-way vehicular tunnel and a pedestrian bridge and bike path with a circular structure.
The project aims to streamline traffic and optimize mobility in a key area of the city. It will reduce travel times and facilitate access to strategic points like the Costanera, Aeroparque, and Ciudad Universitaria.

The vehicular tunnel
The new two-way tunnel will be built under La Pampa Street, Leopoldo Lugones Avenue, and the Belgrano Norte Railway tracks. Its goal is to ease traffic congestion in a high-traffic area, eliminating the bottleneck currently caused at the accesses to the Costanera and Aeroparque.
With this project, drivers will be able to avoid the detour through Parque Norte and Tierra Santa, saving up to half the travel time.
Pedestrian ring and bike path with panoramic view
Alongside the tunnel, the project includes the construction of a pedestrian bridge and bike path in the shape of a ring, named the "Pampa Ring." This structure will have an innovative design and serve as an urban lookout.

With a diameter of 140 meters, the bridge will offer a panoramic view of the city, the river, and the Aeroparque runway. It will be visible from the air, nearby parks, the highway, and the railway.
When the project starts and how long it will last
The project will be tendered this year and construction is expected to begin in the first half of 2026. The project will have an estimated duration of 20 months and will cover a total area of 10,000 square meters.
