Open Skies: which routes will Domus Airways, the new airline arriving in the country, cover

The company obtained official authorization within the framework of the open skies policy

The national government authorized Domus Airways S.A. to operate domestic and international flights in Argentina for both passengers and cargo. The announcement was formalized through Provision 15/2025 published in the Official Gazette, within the framework of the open skies policy that promotes the opening of the air transport market.

From the Transport Secretariat, led by  Luis Pierrini, they highlighted that the company had been processing this permit since 2018 without success. "It was thanks to the deregulation of the aviation sector and the reduction of bureaucracy in the State that they obtained it more quickly," official sources indicated.

Domus Airways, based in the U.S. and with mixed capital

The new airline is headquartered in Doral, Florida, and is chaired by Damián Luis Toscano, co-founder of the now-defunct Alas del Sur. The company combines Argentine and U.S. capital and plans to operate aircraft with between 60 and 120 seats, offering both premium and economy class services.

To begin flying, the company must complete the certification process before the National Civil Aviation Administration (ANAC), which involves obtaining the Air Services Operation Certificate.

For now, Domus doesn't have an enabled website nor does it allow ticket purchases.

The routes Domus Airways plans to cover

Domus Airways plans to operate domestic and international routes from Buenos Aires to the following destinations:

  • Córdoba
  • Mendoza
  • Neuquén
  • São Paulo, Florianópolis, and Rio de Janeiro
  • Lima and Miami
  • Asunción and Miami
  • Montevideo and Punta del Este
  • Bogotá, Medellín, and Miami
  • Santiago de Chile and Miami
  • Lima and Houston

"Progress continues in opening up the air transport sector, encouraging the entry of new companies and expanding the range of flights to achieve a freer market," they emphasized from the Transport portfolio.

Changes in the sector: more operators and reform of the Aeronautical Code

Domus is the second company authorized this week. On Tuesday, Handyway Cargo S.A. was also authorized, which will provide ramp and airport operations services. With this permit, four companies have already been incorporated since deregulation of the sector began, with the aim of reducing concentration in the hands of Intercargo.

In addition to Handyway, Global Protection Service S.A., Fly Seg, and Air Class Cargo are already operating. Handyway has more than 20 years of experience in logistics services and is also present in Paraguay and Uruguay.

Meanwhile, the government also promoted changes to the Aeronautical Code, which dated back 55 years. Among the most important changes, the following stand out:

  • The use of foreign aircraft is allowed without the need for Argentine crew.
  • The requirement that two-thirds of each company's board of directors be Argentine was eliminated.
  • The direct entry of foreign capital without intermediaries is permitted.

"This brings transparency to the establishment of international capital companies, maintaining as the only requirement a legal address in Argentina," official sources explained.
