Assembly member Dominique Serrano was questioned for being distracted during a key session
The ruling party's caucus requested that his conduct be investigated in accordance with Legislative Law
Legislator Dominique Serrano, representative of ADN and the youngest member of the Assembly, was accused of getting distracted by drawing during an oversight session. The situation occurred while issues related to failed contracts between the State and the American company Progen were being discussed.
Amid the controversy sparked on social media, caucus leader Valentina Centeno requested that CAL analyze his behavior. The request was made on the night of July 3, in order to ensure that the same ethical standards are upheld for all legislators.
Since Niels Olsen's presidency, the ruling party has promoted an institutional agenda that supports transparency, respect for internal regulations, and the efficient functioning of the Assembly. Centeno's stance reaffirms the bloc's commitment to these principles, even when it concerns one of its own members.
The Organic Law of the Legislative Function contemplates sanctions for minor offenses, including behaviors that may affect the institutional image. In this case, the legislator's actions will be evaluated based on article 169, numeral 1 of said regulation.

Meanwhile, the ruling party emphasized that every process will be conducted with respect for due process and without partisan distinction, reflecting the ethical approach that has characterized the current parliamentary administration. So far, Serrano hasn't made any public statements on the matter.
Meanwhile, sectors such as the Citizen Revolution criticized what they describe as a "double standard" in the Legislature's decisions. However, the immediate response of the ruling party to this event demonstrates that the Government and its caucus don't tolerate ethical deviations, even if they come from within.
In an Assembly historically marked by conflicts and scandals, ADN's swift reaction sets an important precedent. The country requires political maturity, and objective oversight must overcome any partisan interest.
The responsible handling of the situation by the ruling caucus demonstrates that ethics aren't negotiable in the current administration. Daniel Noboa's Government's commitment to transparency extends even to its own political force, promoting a culture of institutional responsibility that contrasts with the excesses of the past.
