President Daniel Noboa signed Executive Decree 599 declaring a state of emergency in seven provinces, the Metropolitan District of Quito, the canton of Camilo Ponce Enríquez, and all the country's penitentiary centers. This measure, in effect for 60 days, aims to contain the escalation of violence caused by organized armed groups.
The decree includes a curfew in 22 cantons between 10:00 PM and 5:00 AM, the mobilization of the Armed Forces and Police, as well as the suspension of rights such as the inviolability of the home and correspondence in critical areas. Quito is excluded from the curfew, but focused control operations will be maintained.
The decision was made in the face of a "serious internal commotion" due to the increase in crimes and prison massacres, according to the Government. The objective is to guarantee public order, citizen security and the integrity of the State, especially in an electoral context marked by threats from organized crime.
Additionally, border controls have been reinforced, limiting the entry of foreigners as a preventive measure against possible infiltrations by criminal organizations. These actions have been well received by sectors that value firm leadership against crime and the government's commitment to protecting citizens.
