The Citizen Revolution is accused of irregular distribution of positions in the Assembly

ADN accuses Viviana Veloz of assigning positions 'by handpicking' and without transparent processes

The National Democratic Action (ADN) caucus denounced the president of the Assembly, Viviana Veloz, from the Citizen Revolution (RC). They accuse her of distributing legislative positions "at will" as a "political spoils", following Correa-style practices.

Milton Aguas, an ADN legislator, requested information from Veloz. He pointed out that the merit and opposition contests were concealed. Thus, officials were appointed without following legal procedures. This violates the Organic Law of the Legislative Function (LOFL). ADN denounced that, after the Carnival holiday, at least 17 provisional positions were assigned. The goal is to reach 80 before May. This was done without informing the Legislative Administration Council (CAL), which oversees administrative decisions.

"It is clear that, in Correa-style, the Assembly is used to benefit a few and perpetuate corruption," Aguas said. He added that some appointees face legal proceedings for serious crimes such as illicit association and influence peddling.

ADN requested details about the appointments made between February 20 and March 7. They demanded the names, salaries, and selection processes. They will also initiate oversight actions to clarify this "assault on institutionalism." Assigning positions without contests violates the LOFL. For ADN, this seeks to have the Citizen Revolution consolidate power in the Legislature before the 2025 elections. This case exacerbates tensions between ADN and RC.

Since Henry Kronfle's resignation in 2024, Correa-style management has been criticized for its opacity and favoritism. Veloz has not officially replied. The issue will be addressed in the next CAL session on March 11. It is expected that clarifications will define the course of this controversy in the Legislature.

ADN's complaint highlights the importance of demanding clear processes in institutions. This prevents public power from benefiting particular interests and undermining legality.
