
Noboa promotes a historic referendum with seven structural reforms for 2025
Questions that President Daniel Noboa proposes for the popular consultation and referendum
President Daniel Noboa presented on Tuesday the seven questions that will make up the upcoming national popular consultation and referendum, scheduled for late 2025. The announcement was made through the social network X, in a message where he emphasized that these are issues of "popular interest and urgency for change."
Among the central points is the proposal to eliminate the Citizen Participation and Social Control Council (CPCCS), reduce the number of assembly members, and allow hourly hiring in the tourism sector. The initiative also seeks to permit the operation of casinos in five-star hotels for social purposes and to reactivate the debate on the presence of foreign military bases.
These are the seven questions proposed by the Executive:

The Constitutional Court must review and approve the package of questions. Once the legal process is approved, the Executive may proceed with the official call.
This initiative is part of the vision of institutional modernization and governance promoted by Noboa's government, who has reiterated his commitment to reforms that ensure greater efficiency, transparency, and economic growth.
