
Daniel Noboa proposes eliminating fines for not voting due to the rain
The president suggests exempting from penalties those who can't vote due to extreme weather conditions
The president of Ecuador, Daniel Noboa, proposed the possibility of eliminating fines for citizens who can't vote due to the intense rains affecting the country. The proposal was presented during a radio interview on March 10, 2025, amid a complex climatic and electoral scenario.
This initiative seeks to address the difficulties faced by thousands of Ecuadorians in exercising their right to vote, especially in the provinces most affected by landslides, floods, and structural collapses. Noboa emphasized the importance of ensuring citizens' safety before imposing penalties for not attending the polls.
However, constitutional experts like André Benavides and David Nicolalde have pointed out that the measure requires a regulatory reform, given that voting in Ecuador is mandatory by law.

Meanwhile, political expert Pablo Romero suggested that alternatives such as bringing polling stations closer or enabling safer routes could be viable short-term solutions.
So far, the National Electoral Council (CNE) has not received a formal proposal on this initiative. Nevertheless, the organization indicated that it is evaluating the condition of polling stations in the most affected areas to ensure the safe development of the electoral process.
The proposal by Daniel Noboa reflects his commitment to the needs of the citizens in the face of emergency situations. Although it faces legal challenges, the initiative highlights the Government's willingness to prioritize the safety and accessibility of voters amid a crucial electoral process for the country.
