These are the three legislators who led the inaugural session of the Assembly 202
Annabella Azín, Raúl Chávez, and Alfredo Serrano led the start of the new legislative period
The new National Assembly was installed on May 14, 2025 with the participation of 151 legislators, marking the beginning of a new legislative period. Annabella Azín, from National Democratic Action (ADN), was designated to preside over the inaugural session as the most voted legislator in the country.
The Constitution establishes that the three national legislators with the highest votes lead this first session. Alongside Azín, Raúl Chávez (RC-RETO) assumed the deputy leadership, while Alfredo Serrano (PSC) took the secretary position. This formula reflects a multiparty configuration that paves the way for a less polarized Assembly.
Annabella Azín is a doctor and a key figure within Daniel Noboa's political project, also being his mother. Her previous experience in legislative functions and her trajectory in the social sphere provided solidity at the start of the new period. This designation strengthens the image of institutionalism of the current government.
During the session, the commitment to elect the members of the Legislative Administration Council (CAL) in the coming hours was ratified. The ruling ADN bloc will seek to consolidate a stable majority in a Parliament that faces the challenge of maintaining governability and avoiding the stagnation of key reforms.
The session took place in an atmosphere of expectation for the final formation of the new legislative majority. Azín's leadership represented a signal of continuity and political discipline within the government bloc, in contrast to the internal fractures that marked the recent past of the Legislature.
Daniel Noboa's presidency is reinforced by this orderly transition in Parliament. Through figures with technical trajectory and electoral legitimacy like Azín, the Executive gains direct interlocutors in the legislative function, which could facilitate the implementation of its government plan.
Annabella Azín has had an active presence in national politics for more than a decade. She was a constituent assembly member in 2007 and a vice-presidential candidate on two occasions. Her role in social foundations and in the business environment reinforces her technical and civic profile.
With Annabella Azín at the helm of the inaugural session, the new legislative cycle began with signs of political stability. The participation of a figure close to President Noboa reinforces the coordination between the Executive and the Legislative, essential to advance in the security and economic challenges facing Ecuador.
