The Cardama case as the perfect distraction

The Cardama case serves as a perfect distraction mechanism. While public opinion is divided between those shouting "scam by the previous government" and those responding "political operation by the current one," the rest of the problems that truly weigh on the daily lives of Uruguayans remain there, intact and without substantive debate.

A contract of nearly 90 million dollars for two ocean patrol boats has become the center of the agenda. Questioned guarantees, criminal complaints, investigative commissions, clashes between the ruling party and the opposition, cross demands. The entire media and political apparatus has focused on discussing whether there was intent in one management or bad faith in the other. The result is predictable: months of headlines, interpellations, and mutual accusations that consume time, energy, and public attention.

That is the most important effect. Not the clarification of responsibilities—something that will take years to resolve in courts anyway—but the shifting of focus. While it is debated whether a Spanish company submitted false documents or whether the Ministry of Defense acted with political haste, there is not the same intensity of discussion about why Montevideo continues to have chronic cleaning problems, why insecurity does not ease, why the education system produces mediocre results year after year, or why public spending continues to grow without proportional improvements in the services received by citizens.

The logic is simple. Structural problems are difficult, slow, and not very profitable in terms of immediate political gain. They require decisions that upset interest groups, adjustments that do not yield results before the next election, and diagnoses that cannot be resolved with a complaint or a commission. A scandal, on the other hand, offers clear villains, daily headlines, and the possibility of blaming the opponent. It generates easy outrage and allows each side to present itself as a defender of public assets.

The cost of this dynamic does not appear in any spreadsheet. It is the cost of what is not done while discussing what is being discussed. Every hour of television dedicated to the guarantees of Cardama is an hour not spent explaining why the State continues to be a poor manager of scarce resources. Every parliamentary session focused on the shipyard is a session not used to review rules that discourage investment or to discuss how to reduce the tax burden on producers.

This is not to say that the case lacks importance. A contract of that size deserves oversight and transparency. The problem is the disproportion. A specific episode—no matter how many irregularities it may contain—ends up occupying the center of public conversation for months, while the ongoing problems affecting the daily lives of the majority are relegated to a second or third plane.

That is the real utility of the scandal. It does not necessarily resolve anything substantive. But it does manage to make citizens look one way while, on the other, the same inertia that generates the real costs continues to operate: heavy bureaucracy, distorted incentives, spending that does not translate into results, and a political class more trained in the art of denunciation than in that of efficient administration.
