In a decisive turn for continental security, this Thursday May 28, the integration of Argentina into a steel alliance against organized crime has been formalized in Santiago, Chile, under the framework of the Shield of the Americas. This regional pact, driven by the president of the United States, Donald Trump, aims primarily to eradicate narcoterrorism, illicit trafficking, and the influence of China in the Western Hemisphere.

The high-level summit brought together official delegations from Chile, Peru, Argentina, Bolivia, and Ecuador, nations that have decided to step forward in the face of the apathy of other progressive governments. In this context, the Argentine chancellor, Pablo Quirno, and the Minister of Security, Alejandra Monteoliva, signed the so-called Regional Commitment against Transnational Organized Crime, a document that sets priorities and establishes concrete lines of work so that cooperation ceases to be a mere aspiration and becomes a tangible reality.

From the perspective of the government of Javier Milei, this agreement is not just an administrative procedure, but a matter of principles. Chancellor Quirno was categorical in stating that “Argentina comes to this commitment with a firm conviction and valuable experience to contribute. Under President Milei's leadership, our country has assumed that security is an essential condition for freedom, the rule of law, and prosperity”. He also emphasized that the adoption of this commitment “marks a very important milestone” and formally proposed that the next follow-up meeting of this agreement be held in the city of Buenos Aires.

The signed commitment is articulated in five priority areas essential for dismantling criminal organizations:

Border coordination.

Information exchange.

Institutional cooperation.

Traceability of illicit financial flows.

Strengthening regional response mechanisms.

To ensure that these points do not remain mere words, a Working Group will be formed to develop a Joint Action Plan with measurable and verifiable results.

The Chilean Minister of Security, Martín Arrau, underscored the necessity of this integration by stating that “it cannot be that organized crime is effectively confronted with disorganized states”, also announcing the creation of a task force specialized in border control together with Minister Monteoliva.

For his part, Chilean President José Antonio Kast, host of the meeting, raised the political stakes by proposing joint cross-border operations, mixed investigation teams, real-time information exchange, and expedited extraditions.

Kast drew a significant historical analogy: “Just as an O'Higgins, a San Martín, a Bolívar, a Sucre fought against those who at that time impeded the freedom of different peoples, today we also have a common enemy”.

Moreover, he warned that organized crime is no longer just a police problem, but a direct attack on democracies, as it “buys loyalties, buys soldiers, buys children to go against the legally established regime”.

This new security bloc exposes the ideological fracture of the continent. While the current 13 nations of the Shield of the Americas —including the United States, Argentina, Bolivia, Chile, Costa Rica, Ecuador, El Salvador, Guyana, Honduras, Panama, Paraguay, the Dominican Republic, and Trinidad and Tobago— move towards order, the center-left governments of Mexico, Colombia, and Brazil have been left out of this initiative.

The exclusion of these countries responds to their distance from the security agenda of Washington and the Trump administration, which officially launched this coalition on March 7, 2026 in Doral, Florida, based on the “Americas Counter Cartel Conference Joint Security Declaration” signed previously on March 5.

As Colombia heads towards an election this Sunday May 31 with the progressive candidate Iván Cepeda as the favorite, in Brazil, Senator Flavio Bolsonaro has already promised to join the Shield of the Americas if he regains power.

The next step of this strategic alliance will be to present the Regional Commitment of Santiago at the forty-sixth General Assembly of the OAS, in order to add more nations that wish to abandon complacency and confront transnational crime head-on. Argentina, under the Milei doctrine, thus positions itself at the forefront of this new era of hemispheric security and freedom.
