The bidding process for the collection service in Córdoba entered a decisive stage with the formal submission of two business groups. The current provider, Servicios y Consultoría SA, faces competition from Panamanian firm TX Intelligence SA for this key contract. Provincial officials recently opened the technical envelopes at the Civic Center to evaluate the operational capacity of each interested bidder.
The proposal from the local company consists of 913 pages, while the foreign company submitted a technical file of 652 pages in total. Both participants met the financial solvency requirements and submitted their respective work plans for the next 48 months. Nevertheless, the firms must still complete their registration in the ROPyCE before the final award of this costly state public service.
This contract is vital for the administration, since the selected entity will manage revenues close to $4 trillion during this year. During the 2025 period, the previous concessionaire billed more than $160 billion for managing the revenues of the provincial treasury. The provincial government decided to maintain the private management model to ensure optimal levels of efficiency in tax policy.

The current provider has operated in Córdoba for 20 years and manages taxes for 4,000,000 people in various Argentine provinces and municipalities. Meanwhile, TX Intelligence executes 130 contracts in 15 Latin American countries, highlighting its experience in regional tax assistance. In addition to taxes, the local firm is also responsible for collecting traffic fines and recovering spending in public hospitals.
The new tender specifications establish a maximum commission of 1.8% on collections, which can rise to 3.5% depending on the specific results achieved. These figures represent the ceiling allowed for the future concession, while the current services are the minimum requirements demanded. The pre-award committee, made up of officials from Revenue and Finance, will now analyze the data to learn the final financial proposals.
The time factor is critical because the existing contract expires at the end of this month, leaving a narrow margin for the operational transition. The winning company will have a few days to launch the technological and territorial system needed to optimize provincial collection. Córdoba is awaiting the outcome of this process, which will determine how public contributions will be managed over the next 4 years.
