The ordinance regulating transportation apps in Córdoba was published on October 7 in the Municipal Bulletin. However, it has not been regulated yet, which prevents it from coming fully into effect. The municipality states that it is working on creating the mandatory digital registry for drivers, vehicles, and companies.

The regulation, identified as Ordinance No. 13,549, formalizes the "Private Public Interest Transportation Service through Electronic Platforms." Nevertheless, its implementation depends on regulations that do not have a defined date. The delay prolongs a scenario of uncertainty for the apps that are waiting to operate legally.

This regulatory gap is interpreted as a strategy by the municipality to buy time and maintain political control over the entry of the platforms. In practice, companies and drivers remain in a legal limbo. The postponement affects competition and limits users' access to more efficient mobility options.

A key difference: promulgation is not regulation

Promulgation only confirms that the ordinance was approved by the Council and validated by the Executive. Regulation, on the other hand, determines how the law will be applied and what requirements the involved parties must meet. Without that step, the legal framework remains incomplete.

The municipality reported that it is still designing the digital registry that will be mandatory for companies, drivers, and vehicles. Pilot tests of the system are planned before official procedures are enabled. However, the process is being delayed while the platforms are still unable to operate formally.

This delay contradicts the ruling of the Superior Court of Justice, which in April urged the Municipality to regulate the activity "within reasonable timeframes." The Executive had promised prompt regulation, but as of today, there is no confirmed date.

The digital registry: a button that still doesn't work

The municipality's website displays a new access titled "App Mobility – Digital Registry." Although it appears to be active, the system doesn't allow data to be entered or procedures to be started. It only offers informational manuals for companies and drivers.

According to official sources, this stage is "preparatory" until the regulation is signed. However, the publication of the button caused confusion among users, who expected to be able to register. The lack of clarity worsens the perception that the Executive is seeking to delay the implementation of the regulation.

Meanwhile, global and local platforms are waiting for the registry to open so they can begin operating. The delay keeps the exclusivity of traditional services and postpones the competition that the market demands.

A process that is taking longer than announced

The ordinance was approved on August 14 with a broad majority in the Deliberative Council. Since then, the Executive was supposed to implement the registry system and enable the service. Almost two months have passed, and the regulation still has not been finalized.

The municipality states that it is working on technical aspects, but the delay is perceived as a way to retain decision-making power over competition in transportation. Each week of waiting means less freedom to choose and more state control over the market.

In a city with a growing demand for flexible mobility, the lack of regulation postpones the modernization of the system. Córdoba has the regulation, but not the willingness to implement it quickly.
