The parking attendants requested 10,000 pesos (22 pounds) on average, although some asked for much higher amounts, between five and six times more.
It was reiterated that payment is voluntary for drivers.
The Province's Security Department reported that there were only three calls to 911 regarding incidents.
It is worth noting that so far this year, the "naranjitas" have recorded more than 300 arrests by the police.
