The main agricultural entities of La Pampa issued a joint statement to express their rejection of the bill titled "Provincial System of Digital Certification, Traceability of Breeders and Brands", currently under debate in the provincial Legislature.
In the document, the organizations argue that modernization should not translate into more bureaucracy and question that the provincial initiative overlaps functions with the national system managed by SENASA, generating new costs and administrative burdens for livestock activities.
The main criticisms of the project
The entities pointed out that, far from simplifying procedures, the project "aggravates bureaucracy, duplicates controls, and increases production costs", at a time they describe as particularly critical for the sector.
Among the most significant criticisms, they highlighted:
False scheme of gratuity and low costs. They claim that the project promises an economical system, but the wording allows for the creation of new indirect costs, administrative fees, and services that would ultimately be borne by the producers.
Creation of a parallel provincial structure. They argue that the project involves developing an isolated provincial platform when provinces like Buenos Aires, Córdoba, and Santa Fe have resolved traceability through agreements with SENASA, without the need to create new systems.
Loss of technical trust. According to the statement, the initiative displaces specialized technical control towards a scheme that could affect the legal security of the certification process.
Duplication of veterinary certificates. The entities believe it would be necessary to maintain the national certifications required for rural exhibitions and official auctions while simultaneously complying with new provincial requirements, which would imply duplicating procedures and costs.

Another central point of the statement is that the project would force producers to carry out additional professional certifications, increasing the administrative burden without providing concrete benefits for the activity.
The organizations maintain that the marketing of breeders is already regulated by national standards and that the incorporation of a parallel provincial system does not improve sanitary controls, but rather adds bureaucratic instances that ultimately affect the sector's competitiveness.
In this regard, they recalled that the livestock of La Pampa already complies with the national traceability mechanisms established by SENASA, particularly under Resolution 841/2025, which is why they consider it unnecessary to implement an additional regime.

The statement is signed by the Argentine Rural Society (SRA), the Confederation of Rural Associations of Buenos Aires and La Pampa (CARBAP), the Argentine Agrarian Federation (FAA), and CONINAGRO, who agreed in warning that the initiative, as currently drafted, represents an increase in bureaucracy and an overlap of competencies with the national system, to the detriment of producers and professionals linked to livestock activities.
