The governor confirmed that he will send a structural pension reform, will deepen tax relief, and is projecting for 2026 the most ambitious road infrastructure budget

The governor of Entre Ríos, Rogelio Frigerio inaugurated the 147th regular session period of the Legislature with a message focused on three pillars: fiscal balance, productive competitiveness, and investment in infrastructure.

During his speech, the governor reviewed the first two years of his administration and outlined the priorities for 2026. "The State can't be an obstacle for those who produce, invest, and create jobs," he stated before the Legislative Assembly.

Tax relief and competitiveness

Frigerio confirmed that the province will continue reducing taxes to strengthen the private sector and improve competitiveness.

Among the main measures mentioned, the following stand out:

  • Exemption or minimum gross income tax rates for almost all industry in Entre Ríos.
  • More than 90% of primary producers with a zero rate.
  • Reduction of gross income tax for poultry integrators from 3% to 1.5%.
  • Tax exemption for new investments for at least 15 years, extendable to 20.
  • A 30% cap on the Urban Property Tax, below inflation.
  • Elimination of more than 100 provincial fees.

"The New Investment Incentive Regime has already committed 200 million dollars and almost 2,000 new jobs," the governor stated.

Structural pension reform

One of the central announcements was the submission to the Legislature of a provincial pension system reform bill.

Frigerio recalled that, when he took office, the Pension Fund projected a deficit of more than 50% and that, although the situation was contained, a structural problem persists that requires far-reaching changes.

"After decades of postponements, we will modernize the pension system to guarantee the 82% mobile benefit in a sustainable way," he assured.

The governor emphasized that maintaining fiscal balance is key to sustaining pensions, salaries, and essential services.

Reorganization of the provincial health insurance fund

In terms of health, he highlighted the intervention of Iosper and the creation of OSER, the new Health Insurance Fund of Entre Ríos, with a professional management structure and transparency criteria.

According to his explanation, the reorganization allowed savings of more than 1.25 billion pesos in management positions and put in order a system that had been dragging growing liabilities.

"The priority is to guarantee coverage for more than 300,000 residents of Entre Ríos with responsibility and sustainability," he stated.

The largest road infrastructure budget

Frigerio confirmed that in 2026 the province will execute the largest road infrastructure budget in recent years, with international financing of more than 300 million dollars.

The plan includes:

  • Repaving of strategic highways.
  • Comprehensive reconstruction of productive corridors.
  • Bypass around Nogoyá.
  • Progressive work on 2,000 kilometers (1,243 miles) included in the road plan.
  • Structural works on key provincial highways for production and connectivity.

"We will finish the term with 100% of the neglected highways and roads intervened," he stated.

Two years of order and change of course

The governor also reviewed measures adopted at the beginning of his administration:

  • Elimination of discretionary expenses and reduction of political positions.
  • Cut of 98% of irregular secondments.
  • Digitization of decrees and administrative modernization.
  • Intervention in 500 schools and improvements in literacy.
  • Reduction of the debt burden and improvement in the credit rating.
  • Growth of provincial exports close to 90%.

Without mentioning previous administrations, the speech drew a contrast with what he defined as decades of structural imbalances.

A new stage for the province

Frigerio concluded his message by asserting that a stage of consolidation and projection into the future is beginning. "The bar rises when progress stops being the exception and becomes the rule," he stated.

With fiscal balance, structural reform, and strong investment in infrastructure, the governor argued that Entre Ríos is beginning a stage oriented toward stability and development, with the private sector as the central engine of growth.
