Teresa Stokes, the magistrate who made the decision to release the murderer of Ukrainian refugee Iryna Zarutska 14 different times, is not qualified to practice law in the state of North Carolina, according to the state database of licensed attorneys.
Before he was arrested for the brutal murder of Zarutska, Decarlos Brown Jr. was granted the benefit of being released without having to pay a cash bond. Despite having multiple arrests, Stokes only asked Brown for "his written promise" that he would appear for his upcoming court dates.
Although she oversees a magistrate court, Stokes doesn't have the capacity to practice law professionally in the state of North Carolina. This is possible due to a state law that prescribes that judges do not have to be licensed attorneys to preside over a court, only needing to complete a four-year degree to do so.

This finding, which was discovered by journalist Laura Loomer, led to the revelation of other details about the case. In total, Zarutska's murderer was arrested 14 times, with his last detention being for a false 911 call. Brown requested that police come to his home to conduct a welfare check, claiming that he had been given "synthetic material" that was controlling him.
In 2014, Brown was sentenced to five years in prison for armed robbery. His criminal record includes serious offenses such as possession of a firearm and physical assault on his sister. Despite this history of violent and unstable behavior, Stokes released him without bail and without imposing any conditions on his parole.
Iryna Zarutska was murdered by this African American criminal when she was stabbed in the throat from behind while traveling by train. The Ukrainian woman, who emigrated to the US in search of a better life escaping the war, remained seated in shock while the man ended her life, with no passenger coming to her aid in the moments that followed.
The repercussions of this racially motivated hate crime have been extensive. President Trump's administration has already moved to federally request that Brown be punished with the death penalty, while Republican lawmakers in the North Carolina legislature have called for Stokes to be subjected to impeachment proceedings.
