Ten state representatives from North Carolina belonging to the Republican Party requested on Tuesday the removal of Judge Teresa Stokes, the magistrate who released criminal DeCarlos Brown Jr. 14 times before he murdered Ukrainian refugee Iryna Zarutska at the end of August.
The group is led by Representative Tim Moore, who asked Judge Roy Wiggins to initiate the formal impeachment process against Stokes. This magistrate based her decision to release Brown solely on his written promise to return for his next court date.
"Despite his history of violent and unstable behavior, Magistrate Stokes released Brown without requiring bail or imposing any significant condition to safeguard the public," says the letter signed by Moore and his colleagues.

"Zarutska's murder was not only a deep personal tragedy, but it was also the direct result of the failure of judicial responsibility. Judge Stokes showed a willful failure in the performance of her official duties and engaged in conduct detrimental to the administration of justice," Moore detailed.
The representative, who announced his initiative and that of his colleagues through the X platform, stated that "this tragedy was preventable" adding that "the people of North Carolina deserve better."
The devastating consequences of Stokes's recklessness are plain to see. In a video that has already gone around the world, Brown is seen sitting behind Zarutska on a train in Charlotte and while she was sitting quietly looking at her phone, he stood up and stabbed her at least once in the neck. The murderer then calmly walked toward the exit door, with his sweatjersey dripping blood onto the floor.
Meanwhile, while state prosecutors are still considering formally petitioning the judge in the case for the death penalty for the African American murderer, the Trump administration wasted no time and federally charged Brown for murder on public transportation, a crime that carries death as a penalty.
