Municipal project proposes discounts and recognition for drivers in Córdoba

Elisa Caffaratti submitted a project to create the Municipal Program of Incentives for Safe Driving and presented the initiative to the Council. The proposal seeks to reward compliant drivers, reduce accident rates, and complement enforcement with educational measures for road safety prevention. The text proposes economic benefits and symbolic recognitions to encourage compliance with regulations and promote responsible driving behavior.
The incentives include discounts on the Automotive Tax, bonuses on licenses, raffles, and training and awareness programs. The project proposes an annual 5% discount on the Automotive Tax, which can be combined with benefits such as Compliant Taxpayer and Annual Payment. It also provides for a bonus of up to 50% on the cost of renewing the driver's license for those who meet the requirements.
The creation of the Municipal Registry of Safe Driving is proposed, which will record those who have no serious violations or history of positive blood alcohol tests. The registry will be updated every twelve months, and its publication on the Open Government portal will guarantee the protection of personal data in accordance with the law. Drivers between 18 and 70 years old without final fines or records of speeding and with their tax status up to date may register.

Incentives and funding
In addition to monetary benefits, the initiative enables non-monetary incentives, such as free parking hours and urban transport tickets. The project includes semiannual raffles of road safety kits, training sessions, and the awarding of the Responsible Driver Seal as a symbolic distinction. To finance the program, it is proposed to allocate part of the revenue from fines and resources related to vehicles, licenses, and procedures.
The proponents maintain that this scheme preserves municipal fiscal sustainability and allows resources to be reassigned toward road safety prevention and education. A monitoring system is planned with indicators on the reduction of violations, decrease in average speed, and evolution of accident rates. The Executive Department must submit periodic reports to the Council with data on the program's effectiveness and the evaluation of the indicators.
Agreements may be signed with insurance companies, transport companies, and educational institutions to expand benefits and strengthen local campaigns. In 2025, the Municipality collected $51,000 million from the Automotive Tax, $2,000 million from licenses, and $1,820 million from fines, according to the project. The project was submitted to the Council and will be analyzed in committees where its operational and fiscal impact and the planned control mechanisms will be evaluated.
