
Nation served notice to the City following Di Zeo's presence at Paredes' presentation
Bullrich targeted Jorge Macri's administration for failures in controls and demanded the implementation of Tribuna Segura
A new confrontation broke out between the national government and Buenos Aires City after Rafael Di Zeo, leader of the barrabrava of Boca, attended the presentation of Leandro Paredes at La Bombonera, despite having an indefinite ban on entering stadiums.
The Ministry of Security, headed by Patricia Bullrich, officially summoned Jorge Macri's administration through Resolution 848/2025, published this Tuesday in the Official Gazette. According to the text, there was a "serious failure in controls" for not applying the SISEF system or the Tribuna Segura program, mandatory tools to prevent access by individuals with restrictions.

"Security can't be left to indifference or complicity," warned the national ministry. It also emphasized that mass events such as the presentation of a footballer must receive the same treatment as an official match, applying the corresponding controls to ensure order.
The national government recalled that Di Zeo has an active ban since Resolution 327/2024, issued after an operation in Córdoba that included 57 other members of the club's barrabrava. They also criticized the limited police presence at the entrances, which led to crowding as the public entered.

The episode rekindles the dispute between the national and city governments over responsibilities for security at Buenos Aires stadiums. The Ministry of Security recalled that in June 2024 both jurisdictions signed an agreement that requires the joint implementation of SISEF and Tribuna Segura. "We are not going to allow barrabravas in the stands," they stated.
This clash adds to previous tensions between Bullrich and the Buenos Aires City Minister of Security, Waldo Wolff, who in February was criticized by the minister after the escape of prisoners from the Caballito Detention Center. Following that discussion, both governments agreed to transfer 400 convicted detainees from city police stations to federal units, seeking to free up police officers for prevention tasks.
The current summons seeks for the city government to strengthen controls and prevent new situations that would allow barrabravas to enter stadiums.
