
Passerini and the Municipality retain 16% of Aguas Cordobesas without carrying out any projects

Horizonte cooperative keeps a legal claim against the Municipalidad de Córdoba for the lack of execution of water infrastructure projects. Carlos Moro reported that the Municipality "keeps 16%" of Aguas Cordobesas's billing intended for expansions that were never carried out. The situation reflects how administrative discretion limits the community's ability to access basic and efficient solutions.
Carlos Moro stated that attempts at dialogue with the Municipality were unsuccessful and that legal action is the only viable alternative. In this regard, the Organic Charter, the provincial Constitution, and current laws should be enforced without depending on the goodwill of officials. Meanwhile, residents can't finance with their own money network extensions that are the responsibility of municipal management and that would benefit everyone.
Horizonte's president reported that municipal officials and Mayor Daniel Passerini are committing "an omission in the obligations of a public official." He added that these irregularities constitute a "breach of duty" that delays projects and affects basic infrastructure. The retention of 16% of the billing prevents the expansion of water networks and highlights misguided priorities within the administration.

Legal action and criticism over fund retention
The Municipality's inaction forced Horizonte to turn to the courts to ensure the execution of pending projects in several neighborhoods. Passerini and his team continue to withhold resources that should be allocated to expanding water and sanitation networks. This situation causes direct harm to residents while discretionary decisions continue to affect efficiency.
Moro emphasized that, despite the municipal standstill, the cooperative has built self-financed social housing with contributions from its members for 43 years. It operates like an "anthill" that organizes and manages solutions without depending on public administration. This reflects how private initiative can fill administrative gaps through planning and collective effort.
