
The CAL approved Noboa's urgent project to combat criminal economies.

The Legislative Administration Council (CAL)qualified an urgent bill submitted by President Daniel Noboa, aiming to dismantle the criminal economy linked to the internal armed conflict. The proposal was sent on May 17, 2025, and was debated in the first CAL session under the presidency of Niels Olsen.
The project was declared compliant after the technical-legal analysis by the Legislative Technical Unit, which verified that it meets all the formal requirements established in the Constitution and the Organic Law of the Legislative Function. This validation allowed its immediate submission to the Economic Development Commission.
The commission, chaired by legislator Valentina Centeno, must issue a report for the first debate within a maximum period of 10 days. During that period, a five-day window will open for citizens to present observations and suggestions on the content of the law.

In addition to this proposal, the CAL approved the processing of eleven other bills that will be sent to the corresponding permanent commissions. The legislative agility demonstrates a strengthened institutional coordination that aims at concrete solutions against the threat posed by structured crime.
With this initiative, Noboa's government reinforces its frontal approach against illegal economies and consolidates a legislative agenda committed to citizen security and institutional order. The support of the CAL marks an important step to advance in the application of firm and urgent measures against the criminal structures that for years were tolerated under political inaction.
