The president and U.S. Secretary Kristi Noem discussed the establishment of bases and technical support
President Daniel Noboa received on November 5, 2025, the United States Secretary of Security, Kristi Noem, as part of a bilateral agenda that included visits to Manta and Salinas, areas considered strategic for defense cooperation. The visit aimed to consolidate a technical security alliance between both countries.
According to the spokesperson for the Government, Carolina Jaramillo, the meeting analyzed mechanisms for mutual assistance and the possibility of installing operational support bases of the United States Department of Homeland Security. The objective is to strengthen the Ecuadorian Security Bloc and improve maritime and border control capabilities.

Cooperation with the United States is part of the comprehensive security policy promoted by the Noboa Government, which has prioritized the fight against drug trafficking, organized crime, and arms trafficking. In July, both nations had already signed an agreement between the Customs and Border Protection (CBP) Office and the Ecuadorian Executive to strengthen coastal and aerial surveillance.
Jaramillo explained that the initiative doesn't contradict national sovereignty and that it is part of the ongoing dialogue process on regional security, also extended to Brazil. She added that Orellana and Sucumbíos could be incorporated into future strategic infrastructure projects for defense and the fight against drug trafficking.
